In October 2026, French photovoltaic manufacturer Holosolis announced that its Solar4EU project had been included on the European Union Innovation Fund’s list of projects proposed for support. The project plans to build an integrated photovoltaic cell and module manufacturing plant in Hambach, France, with a planned annual capacity of 5 GW. It is expected to begin operations in 2027 and aims to strengthen Europe’s domestic photovoltaic supply chain.
The key development is the project’s inclusion in the scope of projects proposed for support by the Fund. Being included on the proposed support list is a different stage from receiving the funding and completing and commissioning the plant. It is therefore more appropriate at this stage to view this as a signal of support for the project’s progress; it does not yet mean that new production capacity has been established.
From a manufacturing perspective, Solar4EU plans to produce both photovoltaic cells and modules, meaning the project is designed to cover two interconnected stages of production. If the plant begins operations as planned and gradually ramps up capacity, it could increase the range of domestically produced cells and modules available in Europe. For prospective buyers, the practical value will also depend on product availability timelines, delivery reliability, and the pace at which capacity is brought online. The planned annual capacity of 5 GW should not be equated directly with actual supply during the initial production phase.
Going forward, it will be important to monitor the specific implementation of the Fund’s support, as well as updates from Holosolis on construction progress, commissioning plans, and the capacity ramp-up. These developments will determine when the project can move from planned manufacturing capacity to products available for procurement, and how it will contribute to Europe’s domestic photovoltaic supply chain.
